RechargeColorado.com Booking 1000 Appliance Rebates per Hour

Recharge Colorado at the Governor’s Energy Office is full functional again after the initial rush booked 1500 appliance rebates during the first 1-1/2 hours

By 10:30 am, traffic went down enough for GEO to put the full site back up. This means the insulation and air sealing applications are back online.

They offer an Energy Action Plan tool to figure our what is available in your area, and to find contractors.

GEO says they may go back to the detour page if traffic goes back up, but for now they’re going with the full site!

The Home Performance Industry in Austin next week.

ACI Founder, Linda Wigington, blogged about deep energy retrofits as home performance professionals are set to gather in Austin next week.

The secret to working toward deep energy reductions in all homes: Don’t work without a plan. If necessary, work in stages.

On the road to energy efficiency, the biggest challenge we’ve got is that we’re still working out of a old paradigm, fixing bit-by-bit, when we need to ask: How do we make houses substantially better?

The perspective I originally brought to Affordable Comfort (ACI) back in the 80’s was that there was a logical limit to the performance of existing homes. It made sense to insulate attics and wall cavities and fix the flaws that blower doors and infrared cameras reveal. It made sense to upgrade equipment and make sure that the house system was working, that our well-intentioned efforts did not create unexpected consequences.

My expectations then were that we could create pretty good housing, pretty affordable comfort, pretty good energy savings. And that was good enough. For the most part, it wasn’t cost effective to go beyond fixing what was broken or missing. If you addressed everything-from the heating loads, distribution system, hot water use, and appliances-you could reduce energy use by 30 or 40 percent; maybe even 50% in an energy hog of a house. GEO Says Rebates May Stimulate “Sweepstakes” Atmosphere

When RechargeColorado.com goes live next Monday at 8 a.m., the Governor’s Energy Office will launch Colorado’s Recovery Act funding targeted to stimulate economic activity and green jobs with market rate home efficiency and renewable energy. The web site is designed as a one stop shop for every applicable rebate and to connect with qualified contractors. Consumers can also call 1-800-462-0184.

Many contractors say consumers have delayed purchases for home energy efficiency and renewable energy upgrades in anticipation of this rebate program, so considerable pent-up demand might flood the market with eager consumers. For example, Minnesota exhausted all of the state energy Recovery Act rebates for home efficiency in 30 days last fall.

During a program meeting with contractors earlier this year, GEO residential program associate Thad Kurowski told contractors that the Colorado program sought a delicate balance with incentives large enough to spur consumer action, but not more than needed to maximize the impact. The GEO rebates are also applied after local and utility rebates up to a maximum cap established for each measure.

Some $18 million in state, federal and partner funding will be aggregated to yield about 75,000 rebates and 16,000 of those rebates will apply to Energy Star appliances, while the rest will stimulate home energy efficiency and renewable energy for Colorado homes. Officials expect a “Sweepstakes” atmosphere for the appliance rebates which must be reserved by consumers prior to purchase

To qualify for home appliance rebates, log on to RechargeColorado.com and fill out the rebate reservation form, then make your purchase. Rebates cannot be applied retroactively and are available on a first come first served basis. Documentation for the rebate must be complete and submitted within 30 or 45 days of the reservation date. Rebates are paid directly to consumers.

GEO spokesman Todd Hartman said “Things are nuts” as he as GEO director Tom Plant traveled the state last week on a media tour promoting Recharge Colorado by visiting in Denver, Colorado Springs and Grand Junction. Where they offered media opportunities with Tom at local Sears stores to highlight Energy Star appliance rebates. While they expect the rebates to go quickly, they noted many retailers are also offer discounts to support the program.

Tom Plant said “This comprehensive resource will give Colorado residents the opportunity to participate in energy conservation in a way tho not other state can currently offer.”

GEO has spent months tailoring a suite of energy efficiency rebates funded by the Recovery Act. The long lead time was used to coordinate the GEO rebates with existing utility and municipal incentives and with input from contractors across the state.

GEO staff conducted a series of webinars for contractors in renewable and energy efficiency sectors to outline the rebate strategy and solicit feedback on proposed rebates themselves and performance requirements of the contractors.

Residential renewable energy rebates will require an energy audit of the home to highlight opportunities for residents to conserve energy by sealing air leaks and adding insulation. GEO also established standards for qualifying energy audits that require the auditor to be certified by the Building Performance Institute or RESNET. They spent the past month organizing a database of qualified energy auditors using the Better Business Bureau as a platform. The BBB database will interface with the Recharge Colorado web site.

Better Business Bureau is working in conjunction with the Colorado Governor’s Energy Office to provide Coloradans information about energy efficiency and renewable energy service providers in their area through theGEO’s Recharge Colorado website.

GEO is also offering online contractor training for renewable energy rebates Thursday morning, April 15. The renewable rebates must be completed online by the contractor on behalf of the consumer. All other rebates are completed by the consumer.

The Governor’s Energy Office also administers Energy $avings Partners, a DOE weatherization assistance program for income qualified households below 200% of poverty, with nearly $80 million in Recovery Act funding. Weatherization assistance is delivered through a network of non-profits across Colorado.

Easter Seals Colorado - Rocky Mountain Village Project Phase Two, details are below.

Date: Phase Two - April 16 & 17 at 8am

Details: The Easter Seals Colorado, Rocky Mountain Village consists of 22 building dating in age from 2-70 years. We will be evaluating each building for energy efficiency and indoor air quality during Phase one. Phase two includes advanced air sealing and high-performance insulation. Phase three replaces inefficient mechanical systems with high-efficiency units. Phase four introduces passive and active renewable energy solutions throughout the Village. Pictures.

Volunteers: We need energy auditors and those interested in energy audits. We need carpenters and those familiar with simple repair projects. We need insulation installers and folks willing to lend a hand. This phase of the project incorporates Advanced Air Sealing & Insulation work. We will be performing Blower Door-based air sealing. RESNET & BPI BA energy professionals will learn what the next steps are after an energy audit and additional skills toward becoming a Home Performance Contractor.

Energy Efficiency Analysis at Rocky Mountain Village

Energy auditors and raters are volunteering their services to the Easter Seals Rocky Mountain Village camp in Empire, Colorado Monday and today.

The mountain camp for adults and children with disabilities is a campus of cabins and lodges dating to the mid 20th century and modified with various heating and insulation systems since originally constrtucted for summer use and now used year-round

Organized by Effiiciency First Colorado, the volunteers will do energy analysis and recommend measures to increase camper comfort and safety while reducing operating costs for the charity.

We are a group of 280 diverse individuals, who share a common interest in learning how to live and work in more environmentally sustainable ways. Reducing our direct consumption of fossil fuels is of particular concern, because of the far-reaching and long-lasting consequences of global climate change. Yet, we understand that our choices of foods and products have varying, and indirect, impacts on the atmosphere and on natural resources in general. Understanding the consequences of our actions, or inactions, can be confounding. We are motivated to help each other cut through the ‘green washing’ so prevalent today, and make wiser lifestyle and consumer choices, and political choices.

We will be meeting Thursday, February 18, at 6 pm, upstairs at Sherpa’s Adventurers Restaurant & Bar, 825 Walnut Street, Boulder. They have great food and beer and a quiet space upstairs for us to meet and debate.  www.sherpaascent.com/restaurant.htm

Clean Energy Week Feb 1-5 in Washington, DC

Washington, D.C., January 29, 2010 - Nearly 100 organizations in the renewable energy, energy efficiency and environmental arenas - representing hundreds of companies and tens of thousands of workers and citizens - are joining forces to turn February 1-5, 2010, into Clean Energy Week.

The week is focused on the national imperative to enact comprehensive clean energy policy - including climate solutions, renewable energy and energy efficiency programs - as a means of creating vast numbers of new jobs, ensuring U.S. global leadership in the emerging clean energy era, enhancing our security and preserving our planet for the generations to follow.

The organizers of Clean Energy Week assert that comprehensive clean energy policy will create good American jobs while making America a world leader in clean, healthy and safe energy production. They point to an analysis from the University of California at Berkeley, which found that the clean energy legislation adopted by the U.S. House of Representatives, the American Clean Energy and Security Act (ACES), could create up to 1.9 million jobs between its enactment and 2020.

In addition, the U.S. Environmental Protection Agency has found that ACES would reduce CO2 emissions by 1 billion metric tons in 2020 alone, the equivalent to taking 200 million cars off the road for one year.
