Energy Efficiency March on Washington for Home Star May 19-20

HOME STAR bills have been introduced in the House and the Senate, and the bill has passed the House Energy and Commerce Committee. It’s up to all of us to bring the bill HOME.This May 19 and 20, Efficiency First members and others will gather in Washington, DC to push HOME STAR through Congress– and we need you with us.

Recharge Colorado logs 25,000 Rebates, More Still Available

‘Recharge Colorado’ milestone: Colorado consumers reserve more than 25,000 rebates since April 19

Homeowners urged to take advantage of many home efficiency rebates still available as well as rechargecolorado.com tools to find local energy incentives and service providers

Colorado consumers have responded vigorously to the launch of ‘Recharge Colorado,’ reserving more than 25,000 rebates through more than 75,000 visits to www.rechargecolorado.com and more than 16,000 calls to the call center since the campaign launch April 19. The enormous interest in rebates for energy efficient appliances, solar power and other energy upgrades has created an economic spark for retailers and contractors providing energy-saving services.

“I can definitely tell you there was a surge in sales; we’ve had quite an increase in the amount of volume we’ve done,” said Michael Burkes, operations manager for the Grand Junction Sears store, where shoppers flocked to purchase ENERGY STAR refrigerators, washing machines and dishwashers. “I’d say we were very successful.”

Laurent Meillon, director of Capitol Solar Energy serving the Denver region, said the rebate program led to a significant bump in business in a period - late winter and early spring - which is typically quiet for the solar thermal industry. “This program acted as a real stimulus in a time of year which is traditionally slow,” Meillon said.

The rebate program led to a dozen bookings for his firm, enough to keep two crews of two workers apiece busy for two to three months. The rebate program, combined with federal tax credits, cut the cost of a solar hot water system in half for many customers, Meillon noted, drawing interest from past prospects who had previously been unable to afford a system.

Rebates were scooped up statewide, with great interest along the highly populated Front Range, but with strong response in rural and mountain counties as well, in areas including Routt, La Plata, Montezuma, Chaffee, Montrose, Teller, Yuma and Delta counties.

“The Recharge Colorado energy rebate program has really been successful in Chaffee County,” said Kathryn Wadsworth, community energy coordinator in Chaffee County, where the public reserved 83 rebates in the program’s first week. “I am very excited that our local residents are taking advantage of, and will benefit from, the cost savings.”

Though several rebate categories are now on wait-list status, many rebates are still available for items and services that can lead to significant energy savings. Rebates remain for high performance hot water heaters, insulation upgrades, furnaces, boilers, home energy audits, duct sealing, energy monitors, residential and commercial solar electricity, commercial solar thermal as well as residential and commercial small wind systems.

The public is also encouraged to visit www.rechargecolorado.com and to learn about its many features beyond rebates. The new website includes an energy action planner to create a plan to save energy in the home, an energy incentive finder, which leads Coloradans to all the local, state, utility and federal rebates and tax credits by zip code as well as listings for service providers nearby. The site also includes numerous tips for saving energy and money, as well as news items and success stories tied to the New Energy Economy.

The Recharge Colorado campaign has teamed with the four Better Business Bureaus (BBB) serving Colorado to help Coloradans connect with vendors offering energy services. Residents and business owners can use the rechargecolorado.com site to select efficiency and renewable energy measures that help them save money, then use the list provided by the BBB to select contractors who provide the needed services, creating a seamless process for consumers.

Home Energy Efficiency for Neighborhoods in Centennial Colorado

US Weatherizing has selected Centennial, Colorado for neighborhood energy efficiency programs.

” Most of Centennial’s homes can benefit from simple energy efficiency measures such as air sealing, insulation and heating system upgrades. These measures can typically reduce home energy consumption 10-25%” said building analyst Brian Brainerd.

Centennial has many terrific neighborhoods with spacious homes built before energy efficiency codes. The energy savings can add up quickly for Centennial homeowners because bigger homes use more energy for heating, cooling and lighting

US Weatherizing delivers energy efficiency, efficiently, with neighborhood-centric services to analyze home energy performance and retrofit specifications.

“This is the low hanging fruit of energy efficiency”, says Brainerd. “Most of these improvements pay for themselves in three years or less. The typical home has air leaks equal to a six square foot hole open to outside 365 days per year. “We identify where home are losing energy and create a custom Home GreenPrint to guide energy improvements.”

In addition to saving energy and money, simple energy improvements will make a home more comfortable and address carbon monoxide safety issues with heating systems

It all starts with an energy audit to inspect the home and its mechanical systems. Right now, the Colorado Governor’s Energy Office (GEO) is offering $50 rebates for energy audits from US Weatherizing. These audits are also required for renewable energy rebates on solar pv or solar thermal systems.

“The net cost of an energy audit from US Weatherizing is $79 after rebate. Homeowners will receive a prioritized checklist of actions to immediately start saving energy, money and the environment” says Brainerd.

I don’t have the luxury of using much photojournalism here on CGBP, so I hope you will enjoy this portfolio of mostly digital images. $25M Retrofit Ramp-Up: Boulder, Denver, Garfield Co. Grant Application

Som weeks ago, state energy deputy director Seth Portner made a suggestion to members of an efficiency working group — review the application for $75 million in Recovery Act funding submitted jointly by Boulder, Denver and Garfield Counties. No doubt that Boulder was a strong contender for the grant and the $25 million they received is a sizable chunk of he Energy Efficiency Community Block Grant funding.

The Boulder community’s leadership in energy conservation and climate action is a model for America. The existing ClimateSmart program which implemented Colorado’s first Property Assessed Clean Energy loan program and innovative Two Techs and a Truck program are key factors in Boulder’s success.

Boulder County Awarded $25 Million for Retrofit Ramp Up

Vice president Joe Biden announced Boulder, Denver and Garfield Counties will share $25 million in Recovery Act funding as part of a $452 million Energy Efficiency and Conservation Block Grant program to “Ramp Up” energy efficiency retrofit of existing buildings.
Boulder County is partnering with the city of Denver, Garfield County, the Governor’s Energy Office, Xcel Energy and others to launch the Colorado Retrofit Ramp-Up Program that will stimulate economic growth and investment in Colorado through large-scale retrofits in neighborhoods and commercial districts in urban, suburban, and rural areas across the state.
Delivery of retrofits will be coordinated through a “Two Techs and a Truck” program, providing on-site outreach, audit and implementation services to businesses and residential homeowners and tenants, including efficiency testing and systems installation. Boulder’s program also proposed an energy “Concierge” to help home owners implement energy efficiency improvements.
Twenty five awards up to $40 million were made to states, municipalities and non-profits.
“This initiative will help overcome the barriers to making energy efficiency easy and accessible to all-inconvenience, lack of information, and lack of financing,” said Energy Secretary Steven Chu. “Block by block, neighborhood by neighborhood, we will make our communities more energy efficient and help families save money. At the same time, we’ll create thousands of jobs and strengthen our economy.”
In addition to the $452 million Recovery Act investment, the 25 projects announced today will leverage an estimated $2.8 billion from other sources over the next 3 years to retrofit hundreds of thousands of homes and businesses across the country. Overall, the program funding was eight times oversubscribed, with more than $3.5 billion in applications received for the just over $450 million in Recovery Act funds available, indicating significant demand for investment in energy-saving and job-creating projects like these nationwide.
Grantees will employ innovative financing models to make these savings accessible, for example by offering low and no-interest loans that are repaid through property tax and utility bills. In implementing these projects, grantees will deliver verified energy savings and incorporate sustainable business models, to ensure that buildings will continue to be retrofitted after Recovery Act funds are spent. The Department will use the lessons learned from these pilot programs to develop best-practice guides to comprehensive retrofit programs that can be adopted and implemented by other communities across the country.

Web site, call center open for rebate applications

Over 30,000 Colorado Consumers Visit rechargecolorado.com for Rebates and Information

 The Governor’s Energy Office (GEO) opened its ‘Recharge Colorado’ campaign this morning, as the www.rechargecolorado.com website and call center went live and Coloradans began applying for thousands of rebates for energy efficient appliances, solar power and other energy upgrades.
 
Both the website and call center have seen heavy customer volume with several thousands trying to reach both during peak hours this morning. In an effort to manage the available system capacity and ensure the integrity of the “sweepstakes” nature of the rebates (i.e. more requests for rebates than available rebates), the rechargecolorado.com site was forced to temporarily detour some interested consumers during peak traffic periods. However, more than 10,000 consumers were able to successfully reach the call center or the website reservation system by early evening. The GEO expects to continue to see brisk consumer action, particularly for ENERGY STAR dishwashers, clothes washers and refrigerators. Rebates for furnaces and hot water heaters are also moving steadily. The first rebate to sell out was tankless water heaters.
 
Those who are still interested in a rebate for a tankless water heater can sign up for the wait list, as well as reserve any of several other rebates still available at www.rechargecolorado.com. As a supplement to the web site, a call center is also available at 1-800-462-0184.

RechargeColorado.com Booking 1000 Appliance Rebates per Hour

Recharge Colorado at the Governor’s Energy Office is full functional again after the initial rush booked 1500 appliance rebates during the first 1-1/2 hours

By 10:30 am, traffic went down enough for GEO to put the full site back up. This means the insulation and air sealing applications are back online.

They offer an Energy Action Plan tool to figure our what is available in your area, and to find contractors.

GEO says they may go back to the detour page if traffic goes back up, but for now they’re going with the full site!

Heavy Traffic at Recharge Colorado Causing Detours

Colorado’s one stop shop for energy efficiency and renewable energy rebates is experiencing heavy traffic just after the 8 am launch. The site has posted a DETOUR page limiting access to the entire site stating “Due to the heavy volume of traffic, some sections of the Governor’s Energy Office website have been taken offline in order to allow the most direct access to information and reservations on available rebates”.

The DETOUR page offers a direct link to the appliance rebates, but Even the link to Appliance rebates link  is overwhelmed, so it will take persistence to get through to the rebate reservation page. Tammy Giesick Crouteau commented on the GEO Facebook page that she was entering rebate information when she received a server down message and could not get bak into the system.

Heather McKinnon says she got through to a telephone operator who seemed “veeeery frazzled”, but got her rebate request  processed before her line went dead.

The GEO’s facebook page advice says to refresh your browser if the appliance rebate link does not work. The appliance rebates are predicted to go quickly and must be reserved at the website or by telephone at 800-462-0184 before purchase.
