Colorado Weatherization Program Awarded Innovation Grant

The Colorado low income weatherization program has been awarded a $950,000 Weatherization Innovation grant to expand energy conservation strategies for low income households by installing in-home energy monitors. The Colorado grant is one of 120 awards from the Dept. of Envergy totaling $120 million in Recovery Act funding announced Aug 19 by Energy Secretary Dr. Steven Chu.

Three front range weatherization agencies, the Governor’s Energy Office, and private energy consultants will partner on a 1,600 home pilot to evaluate the effectiveness of home energy monitors as a tool to help homeowners reduce energy consumption.

The Governor’s Energy Office (GEO) said standard weatherization services typically save clients about 14% on their home gas bill and 5% of electric consumption. Common energy conservation measures include air sealing, insulation and high efficiency furnaces.

The GEO pilot targets energy use behaviors of the home occupants by installing home energy monitors to display real-time energy consumption. By giving instant feedback on energy consumption, GEO and research partners Symbiotic Engineering and Tendril, Inc, will evaluate how well the displays can help home occupants reduce energy consumption.

Three GEO weatherization partners Longs Peak Energy Conservation, Veterans Green Jobs and Arapahoe County Weatherization Division will install the home energy monitors in some 1600 homes in Arapahoe, Denver, Jefferson and Boulder Counties.

$90 million of the awards were made to 100 highly performing weatherization providers in 27 states to implement additional conservation strategies not previously offered to homeowners, including energy monitors, renewable energy, high efficiency hot water systems and ductless heat pumps.

$30 million from the weatherization program’s annual budget will fund 16 recipients will be used to demonstrate innovative approaches to weatherizing single family and multifamily homes, including strategies for improved indoor air quality.

Colorado has been recognized as one of the most successful states in achieving weatherization delivery with Recovery Act dollars, completing 7,500 home retrofits during the first year of stimulus funded energy efficiency.

GEO Survey for Retrofit and Weatherization Contractors

The Governor’s Energy Office Working Group has put together this survey to find out what barriers efficiency contractors face to scaling up. Over 30,000 Colorado Consumers Visit rechargecolorado.com for Rebates and Information

 The Governor’s Energy Office (GEO) opened its ‘Recharge Colorado’ campaign this morning, as the www.rechargecolorado.com website and call center went live and Coloradans began applying for thousands of rebates for energy efficient appliances, solar power and other energy upgrades.
 
Both the website and call center have seen heavy customer volume with several thousands trying to reach both during peak hours this morning. In an effort to manage the available system capacity and ensure the integrity of the “sweepstakes” nature of the rebates (i.e. more requests for rebates than available rebates), the rechargecolorado.com site was forced to temporarily detour some interested consumers during peak traffic periods. However, more than 10,000 consumers were able to successfully reach the call center or the website reservation system by early evening. The GEO expects to continue to see brisk consumer action, particularly for ENERGY STAR dishwashers, clothes washers and refrigerators. Rebates for furnaces and hot water heaters are also moving steadily. The first rebate to sell out was tankless water heaters.
 
Those who are still interested in a rebate for a tankless water heater can sign up for the wait list, as well as reserve any of several other rebates still available at www.rechargecolorado.com. As a supplement to the web site, a call center is also available at 1-800-462-0184.

RechargeColorado.com Booking 1000 Appliance Rebates per Hour

Recharge Colorado at the Governor’s Energy Office is full functional again after the initial rush booked 1500 appliance rebates during the first 1-1/2 hours

By 10:30 am, traffic went down enough for GEO to put the full site back up. This means the insulation and air sealing applications are back online.

They offer an Energy Action Plan tool to figure our what is available in your area, and to find contractors.

GEO says they may go back to the detour page if traffic goes back up, but for now they’re going with the full site!

Heavy Traffic at Recharge Colorado Causing Detours

Colorado’s one stop shop for energy efficiency and renewable energy rebates is experiencing heavy traffic just after the 8 am launch. The site has posted a DETOUR page limiting access to the entire site stating “Due to the heavy volume of traffic, some sections of the Governor’s Energy Office website have been taken offline in order to allow the most direct access to information and reservations on available rebates”.

The DETOUR page offers a direct link to the appliance rebates, but Even the link to Appliance rebates link  is overwhelmed, so it will take persistence to get through to the rebate reservation page. Tammy Giesick Crouteau commented on the GEO Facebook page that she was entering rebate information when she received a server down message and could not get bak into the system.

Heather McKinnon says she got through to a telephone operator who seemed “veeeery frazzled”, but got her rebate request  processed before her line went dead.

The GEO’s facebook page advice says to refresh your browser if the appliance rebate link does not work. The appliance rebates are predicted to go quickly and must be reserved at the website or by telephone at 800-462-0184 before purchase.

GEO Says Rebates May Stimulate “Sweepstakes” Atmosphere

When RechargeColorado.com goes live next Monday at 8 a.m., the Governor’s Energy Office will launch Colorado’s Recovery Act funding targeted to stimulate economic activity and green jobs with market rate home efficiency and renewable energy. The web site is designed as a one stop shop for every applicable rebate and to connect with qualified contractors. Consumers can also call 1-800-462-0184.

Many contractors say consumers have delayed purchases for home energy efficiency and renewable energy upgrades in anticipation of this rebate program, so considerable pent-up demand might flood the market with eager consumers. For example, Minnesota exhausted all of the state energy Recovery Act rebates for home efficiency in 30 days last fall.

During a program meeting with contractors earlier this year, GEO residential program associate Thad Kurowski told contractors that the Colorado program sought a delicate balance with incentives large enough to spur consumer action, but not more than needed to maximize the impact. The GEO rebates are also applied after local and utility rebates up to a maximum cap established for each measure.

Some $18 million in state, federal and partner funding will be aggregated to yield about 75,000 rebates and 16,000 of those rebates will apply to Energy Star appliances, while the rest will stimulate home energy efficiency and renewable energy for Colorado homes. Officials expect a “Sweepstakes” atmosphere for the appliance rebates which must be reserved by consumers prior to purchase

To qualify for home appliance rebates, log on to RechargeColorado.com and fill out the rebate reservation form, then make your purchase. Rebates cannot be applied retroactively and are available on a first come first served basis. Documentation for the rebate must be complete and submitted within 30 or 45 days of the reservation date. Rebates are paid directly to consumers.

GEO spokesman Todd Hartman said “Things are nuts” as he as GEO director Tom Plant traveled the state last week on a media tour promoting Recharge Colorado by visiting in Denver, Colorado Springs and Grand Junction. Where they offered media opportunities with Tom at local Sears stores to highlight Energy Star appliance rebates. While they expect the rebates to go quickly, they noted many retailers are also offer discounts to support the program.

Tom Plant said “This comprehensive resource will give Colorado residents the opportunity to participate in energy conservation in a way tho not other state can currently offer.”

GEO has spent months tailoring a suite of energy efficiency rebates funded by the Recovery Act. The long lead time was used to coordinate the GEO rebates with existing utility and municipal incentives and with input from contractors across the state.

GEO staff conducted a series of webinars for contractors in renewable and energy efficiency sectors to outline the rebate strategy and solicit feedback on proposed rebates themselves and performance requirements of the contractors.

Residential renewable energy rebates will require an energy audit of the home to highlight opportunities for residents to conserve energy by sealing air leaks and adding insulation. GEO also established standards for qualifying energy audits that require the auditor to be certified by the Building Performance Institute or RESNET. They spent the past month organizing a database of qualified energy auditors using the Better Business Bureau as a platform. The BBB database will interface with the Recharge Colorado web site.

Better Business Bureau is working in conjunction with the Colorado Governor’s Energy Office to provide Coloradans information about energy efficiency and renewable energy service providers in their area through theGEO’s Recharge Colorado website.

GEO is also offering online contractor training for renewable energy rebates Thursday morning, April 15. The renewable rebates must be completed online by the contractor on behalf of the consumer. All other rebates are completed by the consumer.

The Governor’s Energy Office also administers Energy $avings Partners, a DOE weatherization assistance program for income qualified households below 200% of poverty, with nearly $80 million in Recovery Act funding. Weatherization assistance is delivered through a network of non-profits across Colorado.

GEO ARRA Rebate Launch Date Announced

GEO TO LAUNCH REBATE PROGRAM APRIL 19

 Consumers to get money back for appliances, solar panels, insulation, home efficiency improvements; Governor’s Energy Office encourages homeowners to plan ahead

 Coloradans can soon tap into millions of Recovery Act dollars and take steps to save money, boost the economy and save energy as the Governor’s Energy Office and partners prepare to launch a sweeping, statewide rebate program April 19. This initiative is designed to bring energy efficiency and renewable energy to tens of thousands of Coloradans and will provide nearly 75,000 rebates worth approximately $22 million.

 Coloradans will be able to connect easily with opportunities to save dollars and do some good for the economy and the environment by visiting the Recharge Colorado website (also launching April 19) to sign up for rebates on a wide array of appliances, services and equipment that will save energy, reduce energy bills and create jobs for Colorado. The website and rebate program will offer Colorado consumers a service unprecedented in scope - providing comprehensive and localized information about rebates, financial incentives, contractors, energy conservation tips and availability of goods and services across the state.

 Items eligible for rebates will include:

  • Equipment such as dishwashers, clothes washers, refrigerators, as well as furnaces and hot water heaters.
  • Residential energy efficiency measures such as insulation and air sealing, duct sealing, whole-house energy audits and whole-house energy monitors.
  • Renewable energy projects, including solar photovoltaic systems, solar hot water systems for homes and businesses and small wind installations.

 A complete list is included at the end of this announcement. About one-third of the rebates will be provided for ENERGY STAR appliances, furnaces and hot water heaters. The bulk of the funding for the program is provided through the American Recovery and Reinvestment Act. Local partners across Colorado provided additional dollars.

 ”Coloradans are unique and our goal was to develop a rebate program and education campaign that would match the ‘do it yourself’ ethic that is a hallmark of this great state,” said GEO director Tom Plant. “We look forward to providing Coloradans this opportunity to save money, save energy and participate in our New Energy Economy. We invite consumers to discover the wealth of energy-saving information available to them through this one-stop clearinghouse at our soon-to-be-launched Recharge Colorado web site. Connecting people to this information will, in turn, mean more jobs and business for the companies that provide these valuable services.”

 Critical consumer information

 The GEO expects high consumer interest in all rebates. For ENERGY STAR appliance rebates, the GEO along with its local partners expects brisk consumer action. Those appliances account for about 16,000 of the rebates. In light of that, it’s important for consumers to have realistic expectations and to recognize the limits of the program.

 Rebates on kitchen appliances range from $50 to $100 while those for hot water heaters and furnaces range from $200 to $500. These rebates will be reserved on-line on a first-come, first-served basis. The GEO rebates will not be retroactive. This means that products purchased and installed before the GEO launches the program will be ineligible for rebates.

 Consumers are reminded that no rebates are guaranteed until all documentation is provided to the GEO. Consumers that are interested in energy efficiency appliances should consider the savings that are immediately available to them through retailer, utility or manufacturer incentives. Many retailers may currently offer sales that exceed what will be available in the rebate program.

 Rebates for renewable energy measures, such as solar hot water or solar electric systems, will require a home energy audit before applying. Walkthrough audits that have been conducted after Dec. 31 2006 but before program launch can be accepted. After April 19, however, the audit must be performed by a Building Performance Institute (BPI) or Residential Energy Services Network (RESNET) certified auditor. Rebates are available for home energy audits performed after April 19.

 Beginning April 19, consumers will be directed to the Recharge Colorado website to apply for and reserve rebates. The rebate check will be issued to the homeowner, for both energy efficiency and renewable energy applications. More detailed information on the rebate application process and rebate criteria will be provided on the GEO website by March 31.

 Home appliance rebates

 ALL APPLIANCES MUST BE ENERGY STAR RATED.

ADDITIONAL REQUIREMENTS EXIST above just Energy Star labeling in some cases

 Not all products and services will qualify for a rebate. The GEO strongly encourages consumers to review the rebate materials carefully when considering purchases.

For an appliance that is deemed eligible, the following rebate level will be paid:

Clothes washers $75

Dishwashers $50

*Refrigerators $100 with proof the previous refrigerator was recycled. Proof consists of a receipt from a recycling facility or a receipt from a retailer engaged in an existing recycling agreement with the GEO.  A list of retailers will be available in coming weeks.

*Refrigerators $50 with no proof of recycling.

**Furnaces - gas condensing $500

Hot water heater - gas condensing/high performance $200 (minimum efficiency rating available in coming weeks)

Hot water heater - gas tankless $300

Gas boilers - $400

 *Refrigerators must be at least 12 cubic feet in size to qualify.

**Furnaces must also be rated at an Annual Fuel Utilization Efficiency (AFUE)  greater or equal to 92 percent

 Residential energy efficiency rebates

 Insulation and air sealing - 20% of cost up to $400 (will not exceed $600 if combined with an existing local utility rebate taken by the consumer)

Duct sealing - 20% of cost up to $75 (will not exceed $125 if combined with an existing local utility rebate)

Whole-house energy audit - tiered rebate of $25 to $100 depending on cost of audit

Whole-house energy monitor - $50 (will not exceed $100 if combined with an existing local utility rebate)

 Renewable energy rebates

 Note: Rebates are based on system size, calculated per watt. So no hard dollar figure is provided here.

 *Solar photovoltaic - 20 to 30%. In some cases, rebates combined with local incentives will result in a 50 % reduction in costs.

Solar domestic hot water - 30% of the cost

Solar thermal and/or hot water (commercial only - no pools, spas or snowmelt) - approx. 30 % of the cost of the system

Small wind (residential) up to 10 kW - approx. 30% of the cost of the system

Small wind (commercial) - approx. 15 to 20% of the cost of the system

 *Xcel and Black Hills Energy customers are excluded due to existing residential photovoltaic  rebates offered through those utilities.

ARRA Rebates Roll Out for Colorado This Week

The Governor’s Energy Office (GEO) will be rolling out the ARRA funded rebate programs this week. Contractors have been invited to a series of webinars this week to detail the program. No work done before March 31 will qualify.

Residential audits will be required for Renewable Energy Rebates on existing homes. Minimum of a basic walkthrough audit is required and walkthrough audits performed since January 2008 will qualify for RE applications if report is available.

 Audits performed on or after March 31, 2010 must be performed by a BPI or RESNET certified auditor. Rebates will be available for audits that meet this standard and are performed after the launch date.

Renewable Energy rebates for commercial existing structures require a minimum ASHRAE Level 1 Audit or ENERGY STAR® Portfolio Manager required for all RE commercial applicants. Audits performed since January 2008 will be accepted.

New Stimulus Grants Posted at GEO

The GEO will hold a voluntary applicant Q&A webinar for these grants on Friday, January 22nd from 10:00am-12:00pm. The webinar will cover best practices and grant guidelines. Webinar participants will have the opportunity to provide written questions regarding the application at that time via the webinar portal. The GEO will be unable to answer any questions pertaining to individual project proposals. Responses will be answered in writing and posted on the GEO Web site by 5:00pm January 29, 2010. Applicants should not rely on any other statements, either written or oral, regarding this application during the open solicitation period. Applicants should not contact GEO staff or any other state office or individual regarding this application.
