GEO Survey for Retrofit and Weatherization Contractors

Boulder, Denver and Garfield County have received a $25 million grant from the Department of Energy to ramp up the energy efficiency industry. The Governor’s Energy Office Working Group has put together this survey to find out what barriers efficiency contractors face to scaling up. This is an exciting opportunity for contractors to give their input and make sure contractor’s issues are taken into account while programs are being created around the grant. Don’t miss this opportunity to give your personal feedback to the Governor’s Energy Office about programs that will affect your profession for years to come.

Yesterday, Efficiency First National expressed their desire to have Colorado Senators Udall and Bennet co-sponsor the Home Star legislation. New Cooperation Between BPI & RESNET and Opportunities for BPI Affiliates and RESNET Raters

ln anticipation of the Home Star legislation passing Congress, BPI and RESNET have been working to make it as seamless as possible for BPI and RESNET professionals to deliver services under the $6 billon retrofit effort.
This cooperation will not only increase the business opportunities  of our networks but will also serve to set up the infrastructule to meet the goals of the Home Star program.
We are pleased to announce the following agreements:
Development by BPI of a RESNET Rater supplemental Training Module for raters to be certified to conduct combustion tesling and preparation of a work order.
The legislation creates a path for RESNET certified Raters and BPI Building Analysts to conduct the required energy audit, testing, calculation of energy savings and testing out for Gold Star rebates. Cunently a rater has all the qualifications to undertake this task except for combustion safety testing and preparing a work order.
RESNET’S Chapter Eight Task Force is currently developing standards for these activities but the process of adopting their product as a part of the RESNET standards will take time. ln the meantime, raters will need to receive lhe training and recognition needed to compete in this field. BPI Affiliate
Training organizations have the oppodunity to offer a “RESNET Rater Supplemental  Training Module”. Through this training BPI’s affiliates are requested to offer training courses for RESNET raters to prepare them in combustion safety lesling and work scope development  necessary to challenge the BPI Building Analyst exams. BPI already waives the 50 questions of building science for RESNET Raters but would offer the 50 question B.A. test for the specialty components  and the field test.
BPI would also offer RESNET raters a special bulk pricing by charging its affiliates only $150 for the combined written and field tests. BPI will reach out to its Affiliate organizations for the availability of RESNET Rater Supplemental Training Module opportunities and will post them on its web site and RESNET will inform its rater network of these opportunities.
Adoption by RESNET and BPI of a protocol for the quality assurance inspection of Silver Star rebates.
The proposed Home Star legislation cites BPI standards covering Silver Star work that involves: whole house air sealing, attic insulation, crawl space insulation and wall insulation. lt makes sense that BPI and RESNET adopt the same protocols for quality assurance review of work in these areas. RESNET and BPI will develop a joint protocol for the quality assurance inspection of Silver Star work. This joint protocol will be available as soon as the Home Star is signed into law.
ln addition to these near term areas where BPI and RESNET will be working together cooperatively, there are also ongoing discussions taking place on longer term opportunities. These include: Standards for Professional Development - The two organizations  will collaborate on an approach to recognizing professional development of those holding certifications from either organization. This includes an examination of the process of awarding continuing education/professionaldevelopment  credits as a requirement for certitication renewal.
Another area being considered is a quality assurance process on the work of BPI certified professionals. Chapter Eight of the RESNET Standards RESNET is developing standards for the performance testing of homes including combustion safety testing and preparing a work scope. The new standard will be including recognition of the BPI methods for the certification requirement for combustion safety testing and preparing a work order for Chapter Eight of the RESNET Standards. This means that raters who complete the proposed CAZ and work scope BPI training will be credited as meeting the proposed Chapter I requirements.

Home Star Becomes Official Bill in Senate

Last Friday, the Home Star Energy Retrofit Act of 2010 (S. 3177) was formally introduced into the Senate. Importantly, it is a bi-partisan bill: it is sponsored by Senator Bingaman (D-NM) and co-sponsored by Senators Graham (R-SC) and Warner (R-VA). The Senate bill now moves to the Finance Committee for markup and consideration. The Senate bill is attached for reference (bill number not included but this is the most recent version). Meanwhile, in the House of Representatives, the Subcommittee on Energy and Environment completed their markup of their Home Star legislation last week and then forwarded it to the full Energy and Commerce Committee for consideration. We expect approval by the Committee and then bill introduction in the House shortly after the April recess, which ends on April 9th.

Details on Home Star proposal from Efficiency First

Efficiency first’s Jared Asch and Matt Golden held a webinar with Larry Zarker of Building Performance Institute and Daran Wastchak of RESNET for retrofit industry professionals Monday about the proposed Home Star program.

Purpose of Home Star is to create jobs, market transformation, energy independence, lower household energy costs. Not yet law, Home Star is under consideration in congress.

Home Star will address construction industry unemployment, which is now 24.7%, up from 16.7% in Oct. 2009, while construction related manufacturing is operating at less than 62 of capacity.

Policy objectives include

  • rapid deployment by leverage of existing systems and infrastructure
  • market based will match public dollars to home owner investment
  • performance based pathway to market transformation and job creation
  • broad support for retail, manufacturing, contracting, labor and environtal groups

Home Star program budget of $6 billion will target 3.3 million homes and stimulate 168,000 jobs. Two tiers - Silver Star, $3.6 billion and Gold Star, 1.8 billion plus $600 million for financing, quality assurance and administration.

Silver Star energy efficiency measures include

  • Air sealing
  • Attic insulation
  • Domestic hot water
  • Heating equipment
  • Windows and doors
  • Duct seal and replacement
  • Wall Insulation
  • Floor Insulation
  • Cooling Equipment

Silver Star funding up to $1500 for individual measures or $3000 total, not to exceed 50% of project cost.

Gold Star is a performance based program with a base incentive of $3000 for achieving 20% efficiency improvement, then $1000 per each 5% additional improvement up to $8000, limited to 50% of project cost.

Gold Star delivery process:

  1. Energy Assessment
  2. Retrofit
  3. Quality Assurance

Home Star Financing will create up to $1.5 billion low interest consumer financing, $200 million for credit support and interest buy-down and work with existing financial products such as PACE, Fannie Mae, on-bill financing, traditional home improvement loans. Financing outcome goal that US families reach immediate cash-flow positive results from Home Star improvements.

Builds on existing energy efficiency and stimulus efforts including ARRA, Recovery Through Retrofit and current efficiency legislation, including American Clean Energy and Security Act, Senate Clean Energy Jobs and American Power Act, American Clean Energy Leadership Act.

Who Wins in the Home Star Program? GridPoint, Big Box Retailers

Will federal and state programs help those that sell big-screen TVs and dishwashers?

GridPoint is going home again.

The Arlington, Va.-based company — which has raised over $200 million to date — started out in the early part of the decade promoting a system for managing energy in upper-middle-class homes. Because energy prices were still comparatively low at that point, the market failed to develop. In turn, GridPoint decided to take the software and transform it into an operating system for the grid.

Then, in 2008, the company started to go on a buying spree. It bought V2Green (which allows utilities to communicate with electric cars) in 2008 and followed in 2009 with Lixar, which makes building energy management consoles and tools.

But in February of this year, GridPoint took an unusual turn. It bought Standard Renewable Energy, a company founded by a former Enron exec that markets energy-efficiency retrofits, weatherization services and solar module installations. Basically, it’s about as un-smart grid as you can get.

The move, though, signals a push that’s likely going to become more prevalent in the industry. With President Obama asking Congress for $6 billion for the Home Star retrofit program and Vice President Joe Biden promoting PACE programs as a means to finance home retrofits and repairs, everyone is going to start getting into manual labor and household repairs.

Home Star Push from BPI, RESNET, Efficiency First

1.      500 Calls for Home Star by Friday - The National SAVE Energy Coalition, in conjunction with BPI, RESNET, and Efficiency First, is launching a targeted campaign to generate at least 500 calls (or emails) to Senate offices through Friday. Over the next three days, the attention of both Senate and House will be firmly devoted to Home Star, as each chamber has a hearing to discuss the proposal (see #2 for more). Therefore, now is a decisive time to contact your Senators and your comments will be especially welcomed. It is really unclear how fast the bill will move after these hearings, so I encourage you to make contact as soon as possible. With the first jobs bill now passed by both Senate and House, more jobs creating legislation (i.e. Home Star) has a bright future. Thanks to the hundreds who have already called/emailed before. I encourage you to call again. You’ll deepen your connection to the office and show you are a valuable, committed, and active constituent.

2.      Hearings on Home Star - Momentum is building in DC for Home Star! The Senate has scheduled a hearing to discuss Home Star tomorrow at 10 AM in the Energy and Natural Resources Hearing Room (SD-366). You are welcome to watch a live broadcast from the ENR Committee’s website here. Witnesses testifying include, Catherine Zoi, assistant secretary of energy efficiency and renewable energy, DOE; Larry Laseter, president, Masco Home Services; Terrence Mierzwa, executive manager of marketing, efficiency and research, Consumers Energy; and Phil Giudice, commissioner, Massachusetts Department of Energy. The House Sub Committee on Energy and the Environment is also having a hearing on Home Star on Friday at 9:30 AM. 3.      Kerry, Graham, Lieberman Prepare for Bill Introduction - On Monday, Senator Kerry held a briefing with utility companies to discuss his joint proposal for carbon regulation, ahead of the release of a draft bill. Without a bill, Senator Kerry did not go into detail; rather he focused on building support for the bill’s general concept. The Senate has such narrow window of time when a bill could pass this year - before election season or after elections in lame-duck period - that Senators Kerry, Graham, and Lieberman want to have as much support as possible lined up when they release legislation. The three Senators have also engaged the CEO of the US Chamber of Commerce, a vehement critic of their original legislation in fall of 2009. In the briefing, Senator Kerry labeled the upcoming bill as anything but a climate bill - a jobs bill, a national security bill, a clean air bill, an energy independence bill. Of course, it will still be a climate bill, but it will bring huge benefits for jobs, national security, clean air, etc, and these brands will likely be the best way to sell the package.

Obama’s Green Jobs Road Tour Visits Smart Grid Tech Company

President Obama  continued to promote his jobs push and green economy goals during a press conference Friday from Opower, a smart-grid software company in Arlington, VA. He went on to announce that he has signed the latest jobs bill to extend unemployment benefits and offer tax breaks to employers who hire unemployed workers. Opower expects to hire 100 new employees this year.

Opower software helps consumers track energy use so they can mange home energy use by giving them a dashboard of energy use data. He related Opower’s work to the proposed Home Star program to spur job growth as home owners have homes upgraded with energy efficiency measures.

“The country that leads in clean energy today will lead the global economy tomorrow” said Mr. Obama.  “Lets see if we can replicate Opower’s sucess across the country.”

Obama Outlines Home Star Program

President Obama announced the proposed $6 billion Home Star (aka Cash for Caulkers) program Tuesday to help improve the energy efficiency of American homes and create jobs in the building trades where unemployment hovers around 25%.

Whether congress will approve the program is not certain, but it will take time to ramp up the delivery infrastructure with trained contractors says the Christian Science Monitor.

US Weatherizing is launching an air sealing technical training this month to address a critical component of building performance often overlooked by builders and insulation contractors.

“This is the entry level green job people are looking for” said Brian Brainerd, principal of US Weatherizing, a company that plans neighborhood scale weatherization projects. “Sealing air leaks in existing homes offers huge potential for employment and energy savings. This is a technical process that is beyond the do-it-yourself skill level, although entry level technicians can be trained quickly to meet demand as retrofit programs are implemented.”

Home Star Will Boost Jobs Says DC Think Tank

New Report from Center for American Progress Supports Home Star Initiative:

As the nation struggles to recover from one of the worst economic recessions in decades, unemployment has recently shown some marginal improvement, falling below 10 percent in January. But for workers in the construction and construction-related manufacturing sectors, there is little relief as jobless rates remain at near-Depression levels.

 

Total construction payroll employment has fallen by 2.1 million since 2006, with residential construction jobs down 38 percent and the jobless rate among experienced construction workers stuck at nearly 25 percent. Overall manufacturing employment has dropped 16 percent since the recession began in December 2007, but for manufacturing tied to construction the numbers are far worse: 30 percent in wood products, 22 percent in items such as window glass and fiberglass insulation, and 19 percent in fabricated metals and heating, ventilating, and air conditioning equipment. With credit still tight and the housing industry still in the doldrums, waiting for market forces to spur a recovery in construction could condemn hundreds of thousands of American families to years of continued economic struggle.

Fortunately, help is on the horizon. This week a bill establishing a HOME STAR program of consumer rebates for home energy efficiency retrofits will be introduced in the Senate thanks to the leadership of Sens. Mark Warner (D-VA) and Jeff Bingaman (D-NM), among others. Concerned members of Congress, with the Obama administration’s support, have crafted an incentive program to make millions of U.S. homes more energy efficient, swiftly create 168,000 jobs in construction and manufacturing among other industries, save homeowners nearly $10 billion over a decade through lower energy costs, and make a dent in global warming pollution.
